The officers that were killed in Floyd County Thursday night have been identified as Deputy Will Petry, who had just retired from the Kentucky State Police and joined the Floyd County Sheriffs Department, and Captain Ralph Frasure of the Prestonsburg Police Department. Frasure was just promoted to Captain on June 22, 2022.
The two were gunned down during a standoff in Allen of Floyd County when a suspect, identified as 49-year-old Lance Storz used a rifle to shoot at police Thursday afternoon into the night time hours. He was arrested just after 4:45 A.M. Friday and charged with two counts of murder of a police officer and one count of murder. Storz is also charged with five counts of attempted murder of a police officer, and one count of Assault, 1st Degree, on a service animal. More charges could be pending as other emergency personnel remain hospitalized following gunshot wounds.
KSP sent out a release saying the agency has statewide jurisdiction and investigates officer-involved shootings throughout the commonwealth as requested by local, state and federal law enforcement agencies as the investigation continues. Four other law enforcement officers have received injuries; three of which remain in the hospital. One of the officers is in critical condition, two officers are in stable condition and one officer was treated and released. Additionally, one civilian was injured during the incident and is receiving medical care at a hospital.
Storz was booked in the Pike County Detention Center on a $10 million cash bond. WBONTV will update as more information becomes available.
