Halloween in a Drive-Thru: More Details on Richmond Parks and Rec’s 2020 Hoe-Down Event

The Fall season is always one of the busiest and most anticipated times on the Richmond Parks and Recreation event calendar. However, due to the COVID-19 pandemic, changes have had to be made to ensure a more safe environment for all.

The format of the Halloween Hoe-Down will now be a drive-thru event with local businesses and organizations setting up alongside a designated vehicle path where guests can view the decorated booths safely from their vehicles. This event will be located at the Ann L. Durham Lake Reba Recreational Complex on Thursday, October 22nd from 6:00pm-8:00pm.

A limited number of pre-filled bags will be distributed to participants at the end of the drive-thru event. There is no cost for people to attend, though all guests will need to arrive in a car and remain in their vehicle for the duration of their time at Lake Reba Park.

There will be more than thirty booths set up along the route for spectators to view safely from their vehicles. Due to the inclusion of moving vehicles, the City of Richmond Parks and Recreation Department is requiring that all guests remain in the vehicle they arrived in until they leave the park.

The Department is also not allowing foot traffic in order to protect against the spread of COVID-19 and for participant safety due to moving vehicles. Additionally, the Richmond Parks and Recreation Department will be hosting a gift basket drawing in partnership with MetroNet.

Elizabeth Eversole, Program Coordinator for the event, stated her expectations for the event changes, “COVID-19 has forced a lot of people to have to re-think how they do things to ensure the health and safety of everyone involved and we’re no different. We knew early on transitioning from a street festival style event to a socially distant, drive thru Halloween was going to a big move, but we are excited for what we have planned. The spirit of the event is still there and alive so we have no doubt that those who come are going to have a great time.”
