Richmond police report an arrest being made around Irvine McDowell Park in reference to an alleged sex offender in the area where children gather.
A complaint reportedly advised authorities that 74-year-old Johnny Ray Mullins, a sex offender on the registry had been frequenting the park for the past few days. Police report receiving previous complaints of the same behavior.
Mullins was confirmed to be a a lifetime registrant in the offender registry and was banned from parks such as Irvine McDowell. Mullins was reportedly sitting in his vehicle in the middle of the park where multiple middle school sports teams were practicing.
Police report approaching Mullins and asking him about his address. Mullins allegedly stated that he had been staying at an address in Richmond and failed to notify authorities of the move.
Mullins was arrested on a public playground restriction charge and a failure to comply with sex offender registration charge.
