On March 28, the First Reading of Ordinance 2023-02-Land Use Change for 3502 & 3506 Lexington Road from UC-1 Single Family Residential to PUD, UC-11 Planned Unit Development was brought before the Madison County Fiscal Court.
According to Alvina Maynard of the Neighborhood for Deliberate Development, several procedural issues occurred regarding regulations that are part of the Madison County Planning and Development Office. Maynard stated that notification letters to adjoining property owners were not sent out timely and signage requirements were in question as well as notes to the County Judge’s office were not an accurate representation of the Planning and Development meeting. Maynard also questioned the zone change not being part of the County’s Comprehensive Plan.
County Judge Reagan Taylor stated that the process is for the Planning and Development Office to make a recommendation to the Fiscal Court regarding the zone change after reviewing the finding of facts and the rules and regulations involving zone changes. Judge Taylor also mentioned there is some confusion regarding a Planned Unit Development which is a multiple use/mixed use development. The Planning and Development Office would make a recommendation to the Fiscal Court what would be included in the Planned Unit Development.
At the recent meeting, the Madison County Fiscal Court voted unanimously to send the zone change back to the Madison County Planning and Development.
According to the Madison County PVA Office, the owner of the property is J A R 25 Development, LLC. The members of the LLC are Ann M. Randall and Jeff Randall.
