The Richmond police department report responding to a theft claim last Saturday from a local store on Merrick Dr.
The arresting officer reported looking for 35 year-old Charles Kavanaugh earlier in the night for his alleged active warrants for arrest. So when the arresting officer arrived on scene at the Merrick Drive area, he reportedly, immediately recognized Kavanugh at the store.
The citation states that the officer advised Kavanaugh to stand up and place his hands behind his back. During this confrontation Kavanaugh allegedly attempted to pull away from the officer and ask why he was being arrested. After revealing to Kavanaugh his active arrest warrant the officer promptly reports pulling his hands back and cuffing him.
It’s reported that after being cuffed Kavanaugh began resisting arrest and lunging his body in directions, Police report getting Kavanaugh down to the ground causing Kavanaugh to hit his head creating a cut on his forehead.
Kavanaugh was transported to Baptist Health Richmond by Madison County EMS, While at BHR, a small white container was located in a pocket inside Kavanaugh’s second pair of pants he wore under the first. Inside the container police report finding of a white crystal-like substance suspected to be methamphetamine.
After being cleared from the Hospital, Kavanaugh was transported to the Madison County Detention Center on charges of resisting arrest, possession of controlled substance 1st Degree (Heroin), and possession of controlled substance 1st Degree (Methamphetamine).
