A standoff with Richmond Police ended peacefully last night after a lengthy negotiation with the subject.
Officers responded New Years night around 9 to a residence on McDougal Avenue for a welfare check on 42-year-old Larry Casteel of Richmond. Police say Casteel then locked himself in the residence, refusing to come out. Casteel went on to make threats against himself and others.
Some nearby residents were evacuated, and road access was shut down around the active scene while the incident played out.
