Richmond Police recently took a man into custody after officers responded to a medical facility where a female received treatment for injuries from an alleged assault. The victim reported being assaulted by her boyfriend, 38-year-old Swan L. Halstead of Richmond. During the assault, the victim told police of being strangled, held forcefully against her will, and not allowed to flee.
The victim stated Halstead allegedly also took her debit card and fled the scene before police arrived. In the early morning hours of December 10th, officers located Halstead in a vehicle and attempted to stop him and place him under arrest. Police continue that Halstead refused to stop and led officers on a dangerous chase. He used social media to document his activities and broadcast his refusal to stop during the incident.
This allowed other officers to monitor him closely and relay information to the officers attempting to take him into custody. The chase ended on Tates Creek Road in Richmond, where Halstead was forced to stop when he ran out of roadway near the Kentucky River.
Halstead was arrested and charged with a multitude of charges including Fleeing or Evading Police (Motor Vehicle) Robbery 1st Degree, Terroristic Threatening, 3rd Degree Strangulation, Resisting Arrest, Receipt of Stolen Credit/Debit Card, and more.
