The Winchester Police say Tiffany Spicer, a 28-year-old white female, is missing from Winchester, KY.
The department adds she is suffering from mental health issues and is insulin dependent. She was last seen wearing a pink beanie, with a gray jacket, and blue jeans (photo below). She was also carrying a large mesh laundry bag.
It is believed she is possibly trying to hitchhike back to Beattyville, KY according to her family.
