The Richmond Police Department has apprehended a suspect involved in two indecent exposure incidents following a brief foot pursuit on Wednesday afternoon of this week.
According to police, the first incident occurred on Sunday, March 31, when officers responded to a local business after receiving a complaint regarding indecent exposure. A female customer reported that while in the restroom, she encountered a man sexually exposing himself and attempting to pull her towards him. The quick actions of the customer enabled her to escape and notify the police. Surveillance footage was collected for identification purposes despite the suspect fleeing before officers arrived.
Yesterday, Wednesday, April 3, officers were again summoned to another local business for a similar complaint. This time, a female employee witnessed a male engaging in indecent exposure within the restroom and, likewise, attempted to pull her towards him. Thanks to the prompt response of a nearby customer who alerted dispatch, officers were able to pursue the suspect, leading to his capture in a nearby wooded area.
Following a thorough investigation and comparison of surveillance footage from both incidents, police identified and arrested Luis Howell (20) of Maysville, KY, as the perpetrator responsible for both offenses. Howell has been charged with the following:
Two counts of Indecent Exposure
Two counts of Sexual Abuse, 1st Degree
Fleeing or Evading Police 2nd Degree (On Foot)
Disorderly Conduct
Public Intoxication
