Eastern Kentucky lawmaker Cluster Howard plans to legalize recreational use of marijuana to fund the state’s pension system.
Howard pre-filed a bill that would allow home use and commercial sales of marijuana.The legislation would allow each county to have no more than two retailers selling marijuana and related products, while larger counties cannot have more than one retailer per 2,300 residents.
a $250 permit would be purchasable for home growers that would allow them to have up to five mature plants and five immature plants.
Taxes and fees raised by sales would largely pay unfunded liabilities faced by the Kentucky Employees Retirement System and the Kentucky Teachers Retirement System.
