The Richmond City Commission held a workshop meeting Thursday June 15, 2023, at City Hall. The agenda was packed with several key issues. The first order of business was the City of Richmond unanimously awarding a bid for the downtown revitalization project of the Glyndon Hotel and Collins Building. Weyland Ventures, a multi-disciplinary real estate development company from Louisville, and City Visions, a consulting firm specializing in urban real estate development, submitted a bid that was unanimously approved by the Richmond City Commission. Weyland Ventures is currently developing several other boutique hotel projects in Louisville, Bardstown, Frankfort, and other cities in Ohio and New York. Weyland Ventures has also played a key role in the transformation of the city of Owensboro where $150 million has been invested over the previous ten years. The $22,500 project will assist the city and current owner with a feasibility and viability study of the revitalization project.
The commission voted unanimously to adopt the annual budget for the Section 8 Department for the fiscal year 2024. The commission also approved a contract with Kentucky River Foothills Inc. to manage the Section 8 office for the City of Richmond. Mayor Blythe emphasized the need for more affordable housing in Richmond.
The commission also discussed in length a retraction of its Letter of Intent to participate in a joint regional economic development project with Scott County, Georgetown, Lexington Metro, Berea, and Madison County. David Stipes, the Executive Director of the Richmond Industrial Development Corporation, explained to the commission that most state grants start with a Letter of Intent that names the partners, followed by the Application that states who invests money, and the awarding of the matching grant. The discussion involved the amount of industrial development currently under way in the city and the amount of investment in these projects. City Manager Rob Minerich explained to the commission that Lexington Metro was reducing their monetary commitment and the developer was requesting a larger commitment from the City of Richmond. The commission voted to table the order and work to receive more information from Lucas Witt, a former Economic Development employee. The state application is due June 28, 2023.
