From a press release from the County government:
The Estill County Fiscal Court and Judge Executive have declared a state of emergency for Estill County. I will attempt to upload copies of the resolution and executive order tomorrow. These declarations allow for a faster county response in procurement of resources.
At the same time, they also allow for more restrictions to be put in place if needed. I will be in consultation with the Judge Executive, Fiscal Court, EMA, Local and state health departments, first responders, law enforcement, and the Attorney General throughout this to discuss options, actions that are legally allowed, and limitations and safeguards that need to be placed upon agencies. This is a balancing act between effective response/containment and personal rights/freedoms.
No additional restrictions have been placed upon the county by local government, but local government is bound by the orders of the Governor. I can state that I believe that all of our local officials are taking these restrictions seriously and are very aware of the impact in our community. I believe they are working on and actively seeking out the least restrictive means to comply with state orders and at the same time protect the people of Estill County.
