The Salvation Army of Richmond announced today a change in local leadership as Captains Kevin and Wendy Justice prepare to conclude seven years of ministry and service in Richmond and receive new appointments in Wheeling, West Virginia. Effective Monday, June 22, Lieutenants Josh and Stephanie Brice will assume leadership of The Salvation Army’s ministry and social service operations in Richmond.
During their seven-year tenure, Captains Justice have overseen numerous programs and initiatives serving individuals and families throughout the community. Among their most significant contributions was their leadership in The Salvation Army’s disaster relief response following the devastating floods that struck Eastern Kentucky in August 2022. The Justices spent extensive time in Breathitt County, helping coordinate relief efforts that provided meals, drinks, emotional support, and spiritual care to flood survivors during one of the worst natural disasters in Kentucky’s history.
Reflecting on their time in Richmond, Captain Kevin Justice expressed gratitude for the community they have served.
“Richmond has truly become home for our family over the past seven years,” said Captain Kevin Justice. “We have been blessed to serve alongside so many faithful volunteers, donors, staff members, and community partners who share a heart for helping others. From everyday ministry to responding alongside our neighbors during the Eastern Kentucky floods, we have witnessed God’s faithfulness time and again. While it is difficult to say goodbye, we are grateful for the relationships we’ve built and confident that The Salvation Army’s work in Richmond will continue to thrive.”
Lieutenants Josh and Stephanie Brice will arrive in Richmond following their recent commissioning as Salvation Army officers. The Brices are graduates of Evangeline Booth College in Atlanta, where they completed two years of officer training, and Richmond will be their first appointment as Salvation Army officers. Native Kentuckians from Owensboro, they are eager to return to their home state and begin serving the Richmond community.
“Stephanie and I are honored and excited to begin this new chapter in Richmond,” said Lieutenant Josh Brice. “As Kentuckians, it is especially meaningful for us to serve in our home state. We look forward to meeting the people of this community, building relationships, and sharing God’s love through both ministry and practical service. We are excited to see what God has in store for Richmond and to join in the important work already taking place here.”
One of the first major initiatives the Lieutenants will lead is The Salvation Army of Richmond’s Mission Essential Campaign, themed “SOS: Save Our Services.” The campaign seeks to raise $250,000 by November to strengthen critical community programs, including emergency rental assistance, expanded food assistance, and case management services for local families facing hardship.
The Salvation Army invites the public to attend special worship services marking this leadership transition. A farewell service honoring Captains Kevin and Wendy Justice will be held on Sunday, June 21, at 11:00 a.m. at The Salvation Army of Richmond, located at 1675 E. Main Street, Richmond, Kentucky. A welcome service for Lieutenants Josh and Stephanie Brice will be held on Sunday, June 28, at 11:00 a.m. at the same location. Community members are welcome to attend both services.
