In a disturbing case out of Estill County this afternoon, Sheriff Chris Flynn and Deputies say they were assisting ATF agents with the execution of a search warrant today, when another case of severe animal neglect was discovered.
18 dogs were seized at a residence on Cressy Road. The homeowner, 85-year-old Bobby Osborne was arrested and charged with 18 counts of animal cruelty. Osborne voluntarily surrendered the animals to the Estill County Shelter, who have posted the troubling pictures on their Facebook page. A horse was also discovered extremely neglected and without food, water or shelter visible according to the citation.
Sherriff Chris Flynn told WBON-TV9 that animal hoarding, neglect and abuse is the biggest problem they are dealing with weekly in Estill County currently.
The local animal shelter in Estill County remains at full capacity, so finding help for the recued animals is ongoing.
Osborne was lodged in the Three Forks Regional Jail.
