From the Richmond Police Department:

On 9/15/20, the Richmond Police Department received an anonymous tip about the sale of illegal narcotics at 923 Villa Drive #5. Officers responded to that location and attempted to make contact with the male inside the home. Upon making contact with the male, he retreated into the apartment and barricaded himself inside. The male was later identified as Paul T. True (28), and it was discovered he had an outstanding arrest warrant from Ohio. Crisis Negotiators responded to the scene and were ultimately effective in the surrender of Mr. True.

During the incident, Mr. True consumed a large amount of illegal narcotics causing him to overdose. Madison County EMS provided emergency care at the scene before taking Mr. True to a medical facility for further treatment. After his release, Mr. True was charged with tampering with physical evidence and lodged in the Madison County Detention Center.

It was previously reported on social media that hostages were involved in this incident. At no point was a hostage involved, and Mr. True surrendered peacefully.
