Richmond couple arrested after police allegedly learn of children sleeping near piles of garbage

Richmond police were recently dispatched to a Keri Ann Drive residence to conduct a welfare check in reference to several children living in “unsafe conditions”.

Upon arrival, the officer made contact with Amber Isaacs who provided consent to enter the household and check the living conditions. Immediately upon entering the home, police noted a strong odor emanating from large amounts of garbage and old food present in the living room and kitchen area.

According to the citation, there was a small infant in a car seat within close proximity to a pressure sprayer filled with bleach. Isaacs reportedly stated that she and her husband use the pressure sprayer to clean the floors of the house.

Officials claim that there was “not an inch of the floor in the entire home that was not covered with some type of trash”. Additionally, police noted a large fly population inside the residence resulting from all the trash and dirty diapers present throughout the home.

Further reading of the citation indicates that the children’s rooms either had no beds or old, dirty beds. The 6 and 7 year-old children apparently did not have bedrooms due to the condition of the home, and were allegedly sleeping on old furniture among piles of trash in the living room.

Police also claim that both bathrooms in the home were “extremely filthy” and the toilets contained old waste.

The home was deemed by authorities to be in such a condition that it would create a substantial risk of death or serious physical injury to all the children inside the home. The citation states that the condition of the house was in this state for a prolonged period of time, contradictory to the claim made by Amber and Daniel Isaacs that it had only been that way for a couple of days.

Daniel Issacs told the officer that they were in the process of cleaning their home, and that the cluttered state of their current residence was due to a quick move from their previous house because of a bed bug infestation.

Police arrested Daniel and Amber Issacs charged them with 1st Degree Wanton Endangerment. The children living in the home were removed from the scene by Social Services.
