Richmond Trio Arrested on Handful of Charges Including Sexual Abuse, Attempted Incest

A Richmond woman was recently taken into custody and charged with 1st degree criminal abuse of a child under 12 after she came to the police department to speak about a previous case.

According to the citation, 32-year-old Valerie Spivey said that she admitted her husband, CV Rose Jr, had allegedly been sexually abusing a minor. She continued, telling police she was jealous of the sexual attention the 11-year-old was getting from her husband.

The victims were interviewed, according to the citations, and one child said they never felt safe around Rose because he allegedly sexually abuses them. Additionally, one of the victims told police that Rose would threaten them if they told or did not comply with his demands.

Spivey told officers that multiple family members had suspicions that the child was being abused, but that she was hesitant to tell police as she did not want her husband to get in trouble.

When Rose’s phone was seized, he allegedly admitted that there were nude pictures of the 11-year-old on the phone. Spivey again told police she withheld information to avoid him being charged. Rose reported to police that if anything happened with the child, it was ‘an accident’.

She also allegedly admitted to officers that her husband’s brother, Brandon Sparks, allegedly sexually abused two other minors, but he was never charged and there was no prevention plan set in place to keep him away from the children. The minors, in a statement to police, allegedly said they were also afraid of Sparks because he ‘touched them’.

Spivey reportedly admitted that she never spoke to the children about this alleged abuse even though she had witnessed multiple acts by her husband and his brother that would leave her to believe abuse was taking place.

All three were arrested and charged as follows:

Sparks with first-degree sexual abuse of a victim younger than 12.

Rose with first-degree rape of a victim younger than 12, attempted incest of a victim younger than 12, first-degree criminal abuse of a victim younger than 12, first-degree sexual abuse of a victim younger than 12, fourth degree assault, and use of a minor younger than 16 in a sexual performance.
