Daughter Discovered in Crude Cage in Richmond


A husband and wife are now locked up here in Richmond after a welfare check at their home led to the discovery of their daughter locked in a cage. Richmond police report that Shannon and Tito Felix are now facing charges of criminal abuse and unlawful imprisonment after their daughter, who is over the age of 18 and apparently suffered from fetal alcohol syndrome, was located in a wooden cage on their property in deplorable conditions.


Shannon Felix told the officers that they locked the daughter up because she would wander in the middle of the night. Child protective services have intervened in the case now that the duo are arrested.
